The Zenith was initially set to be lean at sea level, that let it be about OK at higher altitudes. In addition, it let the driver add fuel thru the Gas Adjusting Valve to help richen it up until you get to highway speeds. You really shouldn't need the GAV open at cruising speeds. When you say it runs rich, do you mean at slow speeds or highway speeds? You might also have an Idling Jet that is too large (flows too much) or a main jet that is too large if the richness is at highway speeds.Cheers!
