Yes it could be fuel or electrical.The problem occurs when the car is in 3rd gear going up hill.This means that the car is under heavy load.It is possible that there is some sort of restriction in the fuel supply and the engine, under heavy load, can not get enough gas so it stalls.When you slow down the fuel flow is restored and everything is OK for a while.
It could also be electrical. Check the points and plugs for proper gap. Also ther could be a short that shows up at high engine speed (check for loose connections).And there is always the condenser. I assume that the timing is OK. Did you try adjusting the spark and/or choke while the problem was happening ?
