Roger, welcome to the hobby. If you have the seven tooth steering sector, it should be attached to thesteering wheel with a nut and the spline that you mentioned.I would try soaking the spline area with WD-40 for several days and see if will come off. The other technique is to remove the steering column from the car and follow the procedures I outlined in 4 Feb 97 response to Wade Ingrham. Good luck.
