Joe,
Mechanical brakes 'can' work just as good as hydraulic brakes. However they must be adjusted correctly and the components must be in good condition.Most Model A's have too much slop in the braking system and are therefore not very good. Mechanical brakes have to be adjusted more often then hydrualic brakes.Finnaly one of the most important parts of the braking system is the drums, make sure that your drums are in good condition and not too thin (cast iron replacements are available).
