My understanding of rust converters is that they work if you are successful in completely covering the rust. Tiny pin holes inthe coating cause problems. I would use one of the ones made by car enthusiasts. POR 15 or Hirsch's stuff.
Also hardware stores sell black plastic (of some kind) wheels that you can mount in your electric drill and remove rust. If your local HW store doesn't have one, Eastwood does. They work great.
