Dean,
I just redid my frame and asked the same question to this board. I got good advice from all directions.
Most people said that the modern auto paint systems were the best, although exspensive with some hazards involved.
I went the inexpensive route, on the advise of two gentlemen who had some long term success with their frame refinishing.
I used zinc chromate primer and top coated with Rustoleum.
I mixed one quart gloss with one quart on flat and wound up with a very nice looking satin finish. This paint takes a long time to dry, but it's going to take me a long time to finish this Model A.
