Robert,
You'll get different answers depending on who you ask, but Zenith 1, 2, 3 identifies who actually made the carb for Ford, not the dating or style. (at least not directly).

The carb design was by Zenith, and carbs they manufactured are identified by "Zenith", or "Zenith-1".

Carbs marked "Zenith-2" are essentially the same Zenith design, but were manufactured by Holley, under license by Zenith. These carbs usually have an "H" cast into the inside of the float chamber, and on the back of the upper casting. The quality of the castings Holley castings generally look rougher and not as smooth as the Zeniths. These carbs were made in the 'regular' style, the early 28 double venturi style, and the mid/late 31 sidebowl filter style.

Carbs marked "Zenith-3" were the basic Zenith design, made by Ford Motor Company (in 1931-32) under license from Zenith. These carbs are usually identified by thinner lighter weight castings (both upper and lower), and reinforced gussets under the upper manifold attaching ears. "Zenith-3" carbs were made in both the regular and sidebowl top varieties.

Many people associate the carb numbering with the vintage or style of the carb, but that is not correct. My description above is further explained in the Service Bulletins, and the Indianpolis Branch Service Letters. It was Fords way of keeping straight the various damaged/defective parts originating from different suppliers.
