Jim,
Sounds like the axle is riding on the spindle/s rather than the bearing, might need to be shimmed. You may find that new king pin set may be in order. The reaming maybe the difficult part if you don't want to get a ream, Bratton's sells them. The reason I say maybe, could be anything in there, I've seen some strange things in this area.
