this is simply a reality with some grade and load conditions.
you'll have enough pulling power on low gear to speed the engine to max revs, then when you try to up-shift your momentum falls off to the point where you'll not have enough speed up to pull on second gear.
the only thing for it is to stay on low, run the engine a bit below max revs, and accept that it may take awhile to climb the hill.
