A shorted condensor would cause 0 voltage on one side of the coil regardless of the points being open or closed so given that he said he had 6v on both coil primary terminals, I don't think the condenser could be shorted unless there were also a problem of lack of good ground to the distributor as well.I agree with first post that either the points are not really closing all the way or are dirty or else ground is missing since the job of points is to connect one side of coil primary to ground each time points close.I would try filing the points with a fingernail file just to see if that gets it going and if it does replace the points.
