Loose steering

I haven't had a Model A since 1964. I bought a 1931 tudor sedan today and have a couple of questions. The steering is very loose. I can move the steering wheel almost 1/4 turn before the wheels begin to turn. What do I look for. Also at about 45mph under load, it begins to backfire. Is there something wrong or am I just driving it wrong?
