there's a web auction service called ebay (see link
below) that offers lots of license plates.
i just checked and they currently have 1928, 1929,
and 1930 NY plates, but no 1931.i would just
keep an eye out there for a while as NY plates
are pretty easy to come by -- i'm sure a 31
will turn up soon.
you might also look in hemmings motor news
in the automobilia section.
