Radiator leakage

My Radiator leaks at the bottom, I think its from the over flow tube.The Radiator does not have a baffel in the neck.What is the easy fix?Can I just lower the water level a little or should I put a baffel in, If so is there a way to put in a baffel without taking radiator out out car?
