Fuel Air Mixture

I am new to Model A's and have just bought a 29 Tourer from a deceased estate. The engine has been rebuilt but I have been unable to adjust the mixture. The choke is working but the rod will not turn in either direction and the engine appears to be running rich. Has any got a suggestion, none of the books I have have been any help on this subject. I also have a problem with second gear when driving the car no matter how many times I double the clutch the gear box will not change into second from top gear unless I have slowed to nearly a stand still.
