Fred,
If you decide to fix the originals, there is a red, sandable, spot putty primer available. I don't know if you've ever used this but I like it a lot more than spray sandable primers. Sounds like you have a lot more than a spot to do, but if you are going to invest the time in repairing the old fenders, this is at least an option.
