Fred,
If your originals are salvagable, ie welding, filling by all means use them. I use a lot of repo panels and they need to be reworked to be acceptable with welding and filling. The thing to know about fillers is to get a good quality brand from an auto paint supply house, the stuff is exspensive but it is more stable. fillers work best being thin, get your work as close to shape as you can with reasonable time. With block sanding the surface should come up to not being noticable---takes a lot of practice. The surface pitting needs to be squicky clean of rust, Oxysolve works good, takes some elbow grease. Primers are mainly a way to get the color to grip the metals and filler, only use enough to fill sanding marks. The grip thing is not really true unless the primer is a primer/sealer. In all cases I use a sealer before applying color. It helps stop solvent swell of the filler and primer. Something that is sort new is the self etch primers which is applied before fillers, done that the last car, it seems to work. For more look see, check out Marco's sight of his roadster, he did a great job with some serious problems.

Now with using some of this paint stuff, IT TEARS UP THE LUNGS! USE MASKS FOR THE DUSTS AND FRESH AIR RESPORATORS FOR THE PAINTS!

Have fun tinkering,
GW
