I know this is not in the upper midwest but I just had my radiator done for my 30 roadster by Walton's in Harrisburg, Pa
(717)233-5036.He took my old radiator and sandblasted and painted the frame and repaired an area that was broken away from the core near the top of the tank and a break was found at the bottom where some water must have frozen at one time.He also put in a new core for me.The cost was $220.
If you have no luck where your at, you might consider him.
