Michael,
You may have a couple of things going on here.
The battery level should be between over the top of the plates and below the bottom of the filler hole, OK to be somewhere in between. Also use distilled water for filling.
The charging rate maybe too high. The model A doesn't have a regulator, you have to set the charging rate per your driving habits. Higher if you use the lights a lot and slow speed driving, lower if no lights and high speed driving. To adjust the rate, take off the band at the rear of the generator, with a wood dowel move the "third brush". This is safely done with the motor stopped. How much to move and which way will be addressed with the expert talents of the board.
