Tudor Tail Light Brackets

Hi there.I have a 1931 Tudor and can give you dimensions.But first tell me - how can you have fenders without taillight bracket holes?All Model A's in the US had one left taillight.Now the right side on a Tudor was usually without a taillight - I can see that.But a left?
Is this a brand new fender you purchased?Steel?Fiberglass? Or maybe you have a 1928 fender - they never had holes because the tuna-can-type tail light mounted off a bracket bolted to the bottom left side of the body.
Please explain and I'll help you out.
