Indeed they are, the 28/29 neck is about 5/8" shorter than the 30/31 neck measured from top to bottom on the back side. The radiator hoses are also different lengths (6 1/4" as opposed to 8 1/2" as the 28/29 has a lower radiator than the 30/31.
