Don't forget dead armature segment.

You could have one "dead" (open) segment on the armature wiring.This is not an easy test (you need a "growler" to find the dead segment) but if the commutator stops on the segment that is dead, the armature won't start turning.

I once had a dead armature segment and the car would start just fine about 90 percent of the time but that one time the armature stopped on the dead segment - nothing!

Try moving your armature by hand to another commutator segment - this is easy and it might be enough to get it started.
