The most common cause for front end shimmy on a Model A willbe found at the tie rod ends. I hope they have been rebuilt ( new Balls ) before you start adjusting. The proper method for adjusting the tie rod and drag link ends is screw down the plug untill it seats then back off one complete turn then enough again to line up the cotter pin. Some judgement will be necessary to allow for the egg shaped worn steering balls. If you are going to restore the balls and seats replace the seats with the teflon type.

The second most cause of shimmy on an "A" is a loose steering arm. Have someone turn the steering wheel to the left and right just beyon the end play and observe the front end parts for any slight movement that should not be there. Check where the steering arms pass through the front spindleif there is any play or they are not tight that is your problem.
