: Mid '28 through '29 aprons have six holes.If my memory is working, the front corner takes a bolt through the fender, apron, and frame rail.It should be 1/4"-20 x 1" bolt.The bolt head is a special small 3/8" hex, with a 1/16" x 3/4" flat washer under the head.It was fastened to the rail with a split lock washer and 3/16" x 1/2" hex nut.The rear corner was attached to the rail with a special low profile large head carriage bolt (14"-20 x 9/16") with the same nut and lock washer.

: The two small holes towards the front are for the rear hood latch (to frame bracket) after the hood shelves are installed.The two large holes are for the body (cowl) to frame bracket bolts.

: Before installing the aprons be sure to install the frame anti-squeek webbing on the rail from the front tip of the rail to about 1/2" past the apron at the rear.Also a piece on each of the frame brackets mentioned above.Pre-punch (or cut) all holes in the webbing before installing.

I still am not sure, this is a new splash apron, and has no holes drilled forward of the hood shelf bracket. Does a hole need to be drilled?The front corner of this apron does have a hole on the frame underneath of it.This car was purchased disassembled and is now being restored by a first time model a'er.
