Ain't an expert but like to spend a couple of sents on your buddy's problem. What about a lazy valve spring?Is it snapping thru the carb or spitting gas? If snapping it is a lean condition, try cranking on the gas mixture to see a change. Also check the gas delivery with the bowl off, this checks the float valve. Me thinks (that hurts) that there isn't manifold leaks because it does run good under 40. If she's spitting gas that would suggest something with the valves, be it the spings, sticky,or cam.
