I agree that $25 an hour is very reasonable; must be a shop with very low overhead.
Around here (West Coast), the cost to powderpaint a wheel is about $40-50, so a good blast/repaint of a wheel for $35 is a pretty good deal if you don't have any drips, runs, or errors ;)
