Your procedure is almost identical to the one I've used for years, and identical to the one detailed in VW technical manuals - particularly about moving the washer to check the setting.I've never lost a bearing yet.
The front wheel bearings are HUGE for the weight they support on an "A" (probably why so many are still around).
My two cent's worth
I've seen several spindles damaged by the outer bearing spinning. MAKE SURE that the outer end isn't worn, and the bearing inner fits snugly on the spindle without ANY "Shoulders" or other deformations.All the adjustment in the world won't help if there's wear on the spindle.
