Brian,
Study any archive photo of any '30-31 with two-tone paint and it is very clear.If the gas tank welt was painted trim color the belt line wouldn't match the hood and the general appearance would be less than pleasing.It is definitely body color!!!
If your short on sources of photos let me know and I can e-mail a scan torwards the end of the week.
