Joe,

As close as I can mesure on 2 original '28-9 sedan fenders I have (drivers side)

Bottom right (looking at car from read -closest to body) bolt is 1 1/2" from the center of the curve (where it curves out from the body). Bottem left (again looking at the car from the rear - closest to outside of the fender) is 7 5/8" measuring from the outside edge of the fender.Bottom of the fender to the bottom bolts on the tail lights (as close as I can measure) is 14 1/8".All of these measurements are to the center of the bolt.

As far as I can figure all of the A's (at least to '30) had a tail light/license bracket (at least tudors) on the drivers side only.
