hi, steve--in my opinion, the simplest and cheapest way to
handle rusted items like this is to look in the yellow pages
under "sandblasting-industrial" (as different from those
firms who sandblast buildings on site with portable equipment)

i am personally leery of acid-dip methods for rust removal.

there are some highly skilled people who can use strong
reagents safely and effectively, of course, but they are few
and far between--sand or grit-blasting is cheaper and ,
with the iron blasted to clean white metal, provides a better
substrate for the paint.

yes, a coat of best-quality flat black heat resistant paint
would do nicely.
