George, sounds like the float valve is open continuously.You did not say what kind of carb. is installed.If it is a Tillotson, more than likely the float has "sunk".They are known to have problems with the float developing leaks, filling with fuel and sinking in the bowl.Thus the float valve (needle and seat) will not close resulting in fuel spilling out the overflow.If it is a Zenith, check out the float valve to be sure it is seating properly.On either of the two makes, check for the float sticking or binding on the sides of the bowl.
