George,
The number you are referring to should be the same as the number on the side of the engine right above the water inlet. But, in a lot of cases don't match do to the engine being swaped at some point in time. I've seen many cars with the numbers worn away from the left side of the frame so there's isn't anything to ID except to use the engine number. I'm fortunate to have the frame numbers but my engine doesn't match and that is what on the title, the car is a late '31 titled '30. See if your state will except the engine number.
