Adjusting Tie Rod Ends & Drag Link

To eliminate my shimmy, I may need to tighten the tie rod ends & drag links.Can this be done without removing the backing plate?How much should I
tighten the ends?
I know that there is a special tool available from various vendors, but I've seen screwdrivers for wrench sets at the hardware store.What is the thickness of the groove: I might be able to use one from the store.
