Hi Neil:
Humble Opinion:The mica separates and electrically insulates the soft metal bar segments of the commutator on a Model A starter.With starter heat, and many years of service, the soft worn metal from the commutator and the brushes can burnish & bridge over the mica to conduct enough electrical current to short & cause even additional starter heat;hence, more brush & commutator wear. Undercutting 1/32" is added protection for longer starter service between repairs, (which conscientious mechanics of the 1930's tried to do, as opposed our "auto parts component changers" of today).Undercutting is also advised, in detail, in a starter rebuilding article on page 47, Vol.3, "How to Restore Your Model A"
