Bryan, I just saw a neat trick (somewhere, maybe a recent "restorer" but not sure) on how to remove rust flakes from a gas tank if it is off of the car.
Slip an old tire over each end of the gas tank, fill the tank with a pile of old nuts & bolts, put the gas cap on, and start rolling the tank around the yard.
Sounds funny, but also sounds like an inexpensive way to get the job done.
