The starter on the A has a manual contact switch mounted on the starter at the four screw holes you seen.A rod is screwed into the top of this switch and extends up into the floor of the car with a small round pedal on it.All you do is depress this pedal with your foot to crank the engine.As for the button on the steering wheel it is for the horn ,and the left lever is to advance or retard the timing , the right is for the throttle.
