"How to Restore Your Model A, Volume 1" has an article on page 98 titled "Analysis: Model A Fan and Water Pump."In it the author states, "The blades were balanced by inserting the pump shaft only into the fan hub and placing the shaft on roller V blocks.Small portions were filed from the leading blade until balance was established."
The "Restorer's Model A Shop Manual" also gives the above technique, but further suggests the shaft could be rolled across razor blades clamped in vises.
