We could make it better by having the re-entrant rolled edge of the wheel welded shut thus sealing off the water catching roll that eventually rusts out.Either an entire wheel made with a closed rolled edge or perhaps replacement rolls that can be mig welded in place of a deteriorated roll.
I have several condemned 21" wheels which I retain in the thought that someday someone will roll a 1/2" tube to the exact wheel diameter that can be welded to the rim to replace a rolled edge gone bad.
