Ed,
As I understand the story, it was a promotional thing between Ford and Allegheny Steel.Since Ford was changing over from the chrome and nickel plated brightwork to the "Allegheny Rustless Steel" on the Model A, three full bodies were built to show the durability/advantages of the new rustless steel.There was an article about this surviving car in the Restorer some time back, I can't locate it right now.
There was also a 1936 stainless steel car built.A photo of it is the Denman history of Ford (big blue book).
