Painting a '29 Tudor

I have a couple of questions on painting my Tudor that someone who has been thru this can answer.The car is completely dissasembled.The splash aprons, fenders, etc. have been painted black enamel.The body, doors, gas tank, firewall, and misc loose pieces will be lacquer.
1.Is the contrasting color on the beltline and revels painted before reassembly of the doors to the body or after?
2.How many coats of lacquer is used for the contrasting color on the beltline?This will go over the body color which is already painted.I'm worried about getting too much paint in this area.
3.Is the body, doors, gas tank etc. buffed before reassembly or after?
