Another brake question

I am looking at a condition on the front brake that doesn't make sense, but all of the pictures I have been able to find in the books looks just like it. With the front brake stud/wedge/stud washer assembly in place, the space between the inner surfaces of the stud and stud washer is narrower than the overall width of the brake shoe roller/brake shoe/brake shoe roller assembly. Therefore, when the wedge is in the upper position, and the lower springs are pulling the shoes toward the wedge, the rollers are stopped by the stud & washer assembly. The rollers are never even able to touch the bottom half of the wedge. Is this the way it was designed? Doesn't look right to me, but then I have never looked Model A brakes this closely before. . .
