The number on the frame and on the engine matched on all Model A's originally.The number was stamped on the engine at the time it was built and when the engine was dropped into the frame, the number from the engine was then stamped onto the frame.
The reason the numbers don't match on many Model A's today is that the engine has been replaced at sometime during the intervening 70 years.
