The car does currently have the bonded brakes.And yes, it doesn't want to stop very well, even though there's plenty left on the shoes.
When I adjust the brakes I get them to catch at a certain point in every rotation, so I believe the previous owner didn't have them arched to the drum.
I'll let you know how it goes...
