There is a club devoted just to the Model A Cabriolet.

Yearly dues $12.00 (quarterly newsletters, roster, index). Reprints of past 74 issues $105.00.

The reprints are well worth the cost, they are loaded with information on the Cabriolet. You can place an add (for free) that will be read by over 200 Cabriolet owners.
I have a 68B, I think that your latches are the same as mine. You say that they will not release from the inside handle. Does that mean that they will release from the outside handle?
If so you most likely have a worn out part in the mechanism. The most likely worn out part is the cam (or strike plate) which is on the end of the rod that the handle is connected to. There are also revits that link the handle to the latch. These rivits could be worn.
The cam (or strike plate) can be welded and then filed to bring it back to the right size. The worn revits can be replaced. Do you have the part out of the car?
