Why is the Accelerater

Here is a good question.
Why is the accelerater pedal/button on the model A between the clutch and brake. I have a 1931 Tudor which is right hand drive, I understand this is in all cars of the era but I can only see it is Model A's. Why has the format of pedals changed in new cars and when did this start, Did Henry ford see this format as bad or was it a universal change?
