Wade, if you have the seven tooth steering sector with the splined sterring wheel you may want to try the following with the steering box removed from the car: Release the light switch tube by pushing up on the spider and pry out the horseshoe shaped retaining clip, remove the light switch/horn rod from the the top, remove the nut holding the steering wheel, rermove the the four bolts holding the lower bearing assembly and pull it out of the bottom of the steering box, the bottom of the steering shaft should be visible in the lower end of the steering box. Use a 7/16" by 20 T.P.I. thread tap and tap about 2 inches of threads into the bottom of the steering shaft. Take a 7/16" by 20 T.P.I. bolt long enough to reach into the steering shaft with several threads going into the shaft. Place a heavy steel plate with a 7/16' hole in the center over the bolt and let it rest against the bottom end of the steering box and begin to tighten the bolt into the steering shaft. Put enough tension on the bolt and if the steering wheel does not move, rap the 7/16" bolt head with a hammer. I have had success in getting stuck steering wheels off. One word of caution you may have to replace the upper bushing which is held in place by two lock screws. Good luck
