Jim,
It sounds as you thought,you it sounds like a defectiver alt.
There should be no current drain through it, just like any modern car. I've switched to a 6 volt alternator by Buckeye Auto Electric over 2 1/2 years ago with wonderful results, wish I cold say that about everything else.
