I had a front wheel shimmy once that went away by changing all the bushings in the steering gear and readjusting all the play out of it.Of course that was the last thing I did after king pins, tie rod ends, idler arm, reball pitman arm etc so there was not too much left by the time I got to the steering gear, but that's what fixed it in the end.
