Hi Tom,
The throttle lever is spring loaded by a small coil spring at the lower part of the steering column.This "pulls" the lever against the notched quadrant just below the steering wheel.There may be several things contributing to your "nuisance".The notches have worn over the years to the extent that they no longer hold the lever as well as the underside of the lever had a thicker area that rubbed in these notches, the spring may have lost its tension.Another possibility is that the lever may have the wrong bend in it just where it leaves the steering column housing.
First thing I'd try is to see if a new spring at the lower end would create enough tension on the lever to hold it.
Second is to re-notch the quadrant using a thread or three sided file.Just be sure to not go too deep.
If these don't help then you may have to replace the lever or rebuild it and replate.
