True -

The toe-in specification is always the difference in measurement at the 3:00 and 9:00 positions. You can't ever get there, though.

I made a u-shaped thing once out of 3/4" pipe that allowed a proper measurement, BUT nowadays I check it as high up on the tire as I can get at the back of the tire, and measure in the same location in the front, then reduce the amount of the toe-in by the ratio of the measurement diameter to the tire diameter.WOW that's confusing-

My tires are 27.5" in diameter (600-16).

let's say I can get only about 10" high on the back and the front of the tire. Then measure from the 10" points from front to back and you'll find that the disatance is about 26.75 inches.SO the toe in for 1/16" actual setting at 10" off the ground would be:
0.0625" times 26.75 divided by 27.5 or 0.060".

As you can see dropping almost 4" from center it doesn't make a lot of difference in the actual measurement. If you're measuring at the 6" level, it's more significant, reducing the actual measurement by just about 50%.

In any case IT'S NOT THAT CRITICAL!!!!!if you miss by 0.020, the car will never know.Frankly, I generally set it to about 1/16" (since it's tough to get more accurate than that anyway)regardless of where I measure it, and seem to come out just fine in terms of good steering and low tire wear.
