Front Wheel Shudders At Low Speed

I would appreciate any help out there on how to solve front wheel "Shudders" at low speed on my Model A. I've reset the tow-in to vertually zero to eliminate these "Speed Wobbles" but the problem still occures. Please e-mail answer to me at graemejenkins@xtra.co.nz
